The Village of Tolono has entered into an agreement with Local Debt Recovery Program through the Illinois Comptroller Office to collect unpaid final water and sewer bills. LDRP will collect unpaid debts from income tax returns, state employee paychecks, state vendor contracts and lottery winnings.
If you have an outstanding water and sewer bill, the Village is willing to work out payments with you before the account is turned over the LDRP. Once it is turned over to LDRP, the Village will be unable to work out payment arrangements.

The Village of Tolono would like to thank you for your attention to the Swimming Pool Fence regulations we have on the books. We also wish to thank the many pool owners who have been and those who have now come into full compliance with this safety ordinance.
Tolono’s pool fence regulations have historically been found in Article Four: Development Standards of the Tolono Zoning Ordinances. This information has been published on the website since 2013. Please see 4.7.2 D (5) of the Article Four: Development Standards to see the original Pool Fence regulations.
Due to a lack of enforcement over time, many pools were erected without the necessary fencing as laid out in the Zoning Ordinances. Still others had fences, but there was ambiguity in the regulations that needed to be cleared up. So, on February 6, 2018, your current board voted to approve an ordinance specifically concerning Pool Fences: Ordinance No. 18-O-4 AN ORDINANCE AMENDING TITLE 8 OF THE TOLONO MUNICIPAL CODE AS IT RELATES TO SWIMMING POOL FENCES. In this ordinance your board decided to reduce the burden on swimming pool owners (or those who might wish to purchase one later) and reduce the requirements for pool related fences.
On June 5, 2018, there was need to further amend the Pool Fence Ordinance to ensure a compliance mechanism was in place in the way of a fence building permit fee and a fine for non-compliance. That approved ordinance is Ordinance No. 18-O-16 AN ORDINANCE AMENDING TITLE 8, CHAPTER 8.30 OF THE TOLONO MUNICIPAL CODE AS IT RELATES TO SWIMMING POOL FENCES.

The Village of Tolono would like to remind you of Village regulations that apply when operating golf carts and ATV’s for the safety of you as the operator, as well as the general public. If you operate a golf cart or ATV in the Village of Tolono, please read the ordinance in it’s entirety by clicking the link. Below are some of the highlights to remember.
- Crossing Route 45 is allowed ONLY at Holden Street.
- You must have a valid driver’s license to operate a golf cart or ATV on the roadways.
- Your golf cart or ATV must be registered at Village Hall (Permits are valid January 1-December 31 of the current year. If your sticker does not say 2018, your permit is expired.)
- You must carry insurance on the golf cart or ATV.
- You must obey all traffic laws of the State of Illinois while operating the golf cart or ATV.
Operators of a golf cart or ATV without a current permit can be fined $250. Any other violations of the ordinance is subject to a $100 fine for each violation.
